The apartment is poorly insulated, making winters uncomfortably cold with heaters that barely worked, and summers just as bad with ineffective AC. The rent might seem reasonable at first glance, but it feels like it’s priced that way to mask all of these underlying problems. In reality, it’s not worth it for the level of neglect and discomfort you end up dealing with.
