Horrible quality control and fit and finish inside the apartments, terrible noise insulation from obnoxiously loud neighbors, unhelpful staff in the leasing office, and in general just extremely mediocre at best for what you end up paying. I cannot wait for my lease to end here, I can't stress enough to look elsewhere than this complex.

Loud neighbors, very small for how much they charge. Fickle staff who pretend to do their job. They lose paperwork and try to keep your security deposits. Keep a paper trail and don't believe anything from the leasing office. Get it in writing. They lie.

Staff made move-in super easy! Love my apartment. Building is always kept clean. Location is great. Puts everything I need within minutes from me and close to the mall. I had a minor issue at move-in with my shower and maintenance responded same day to fix.

I have lived here a year and am moving out as soon as my lease is up.
Pros: Great leasing staff. They are friendly and proactive on all maintenance issues. Ample parking available. It is a clean and well kept area.
Cons:
1.) Noise. Arguably the most ignorant neighbors I've dealt with in awhile...on both sides of my apartment. They play their music so loud, they have to shout to have conversations...absolutely mind boggling. The other neighbor either moved or got the hint after the leasing ...
office sent them a letter. Not so lucky with the ones across the hall from me. LOUD and they don't care. I am unsure how many people are living there at a time. The leasing office sent them a letter, I called the police at 1:30 in the morning, I spoke to them...every possible avenue to resolve the issue. No luck. Plus other neighbors hangout on the stairs outside of my apartment and talk or play their Youtube videos loudly. An utter lack of common courtesy.
2.) Poorly insulation. I have a bottom apartment and the coolness pays off in the Summer. But in the Winter, a bad draft radiates through the closet (furnace is on the other side of it despite maintenance installing a weatherstrip. I had to stuff plastic bags around the misaligned furnace door. Worse, there is a draft along the floor where it meets the outside wall in some places, which tells me there are gaps in the foundation.
Overall, not a pleasant experience despite a really good managing staff.

We moved in about four months ago. Overall, it's be a very good experience.
Pros: The location is great, and it's a very quiet neighborhood. The sidewalks and grounds are well-kept and great for taking a walk. Parking has never been an issue. The gas stoves are AWESOME- I don't know how I lived without them! The staff are all very friendly and quick to respond to any concerns. Even though the buildings are a bit older, they are wired for Verizon FIOS.
Cons: There aren't activities/events like ...
at other complexes, so if you're looking for a more social living situation this might not be for you. Our apartment is ground floor and the utility closet is not insulated so our bedroom (where the utility closet is) is SUPER drafty. We've been able to manage by getting one of those plastic door sealing kits, but it's definitely not ideal.
I would recommend these apartments to others, as I think that for the price in this town, they are among the best.

Harper's Forest is conveniently located near Howard County Community College, Johns Hopkins University Hospital, Columbia Mall, and three community shopping centers. The wooded grounds are well-kept and the buildings are regularly maintained. The staff is friendly, and the rent is a good value as compared to other places in Howard County.

We are living here for more than 3 years and we have observed it's a great Location for All age group people. such as Students bcz across the street is Howard Community College and Howard Community general Hospital and All doctors offices are located you can walk to visit. Very near by within 0.5 mile Senior Center for Senior Citizen people so they can visit there to spend time. Across the Apartment community there is Columbia Association's facility center which as Pool and Parks. All Elementary, ...
Middle and High schools are walking distance. Public Bus transpiration is within waking of 5 minutes. Grocery stores, banks, restaurants and CVS Pharmacy also walking distance of 10 Min. Interstate 95, MD100 route is 6Miles and Route 29 is 3 miles away. Great community and great residents people are living here. Friendly and Open area for All!
