Roaches and rats in every building

I stayed with my friend for a week and quickly saw how horrible the conditions at this apartment complex are. Roaches are absolutely everywhere, the first floor has rats, and they don't do preventative pest control. They only seem to respond when someone complains, which is NOT what should be happening whatsoever. If there's an active infestestation, weekly maintenance needs to be done to each apartment until pest control has confirmed no more sightings, then it should go down to monthly ...
preventative. With the high costs of staying here, you would think this would be included. I was considering moving here, but after a few days I thanked the heavens I didn't sign any leases on anything. From what I've seen, every building has roaches. The only benefit to this place is the location and amenities, but I can easily find those for cheaper someplace else and not have an active infestestation to worry about.
