What's notable isn't the dollar amount - it's the pattern: a charge based entirely on an unverifiable claim, with no supporting documentation provided even after repeated requests. You can be charged for subjective determinations that cannot and will not be photographically documented. If you're touring this property, ask very specifically what move-out charges have been assessed against past residents and whether they're documented. Get everything about unit condition in writing before you move in and immediately upon move-out. Report every single maintenance issue that arises, no matter how minor, before you vacate.
