Great location, poor management

My apartment is a ground level duplex, identical 1 bedroom 1 bathroom apartments are back to back, so I only have one neighbor that I share a wall with. That wall is well insulated so I don't hear anything from my neighbor. It is a large apartment with its own laundry in a utility room also containing the furnace and water heater. However, its drawbacks are the landlord/building owner. He is less than professional. I had to do quite a bit of cleaning after moving in, including vacuuming the ceiling of cobwebs hanging from every foot of the apartment ceiling and spiders. There was even, what looked like years old clam in a clam shell under the refrigerator. When asked to install window screens to keep out spiders and mosquitoes, he blamed the last tenant for losing them. I informed him that you can make window screens using store-bought kits, which I did for my last apartment. He ended up doing a poor job of making and installing the screens. He also would not install a $50 programmable thermostat at my request which would help lower my heating bill. Since moving in the alders have overgrown, blocking view out of windows and dropping tons of leaves in the driveway and on my car. When I requested he cut the branches back, he refused saying it would reduce shade the trees provide. It is Southeast Alaska, we don't need shade! He also let the porch rot and is almost detaching from the building now.
