Major concerns with tenants + complex

Numerous complaints about the rear entrance gate when it was open. When it has been secured in the past, it appeared to reduce shortcut traffic and limit access to the trail. Since it has been left open, drivers frequently speed through the neighborhood and ignore the stop sign, creating a serious safety concern.
In addition, people often gather near the trail entrance to smoke, remain in parked vehicles for long periods, and engage in behavior that makes nearby residents uncomfortable using ...
the trail. Given the recent incident involving an infant found on the trail, confirmed it involved INDIVIDUALS LIVING IN THOSR APARTMENTS, these ongoing issues have only increased concerns about safety.
I understand management cannot control every resident's actions, but keeping the rear gate locked, reminding tenants of community expectations, and increasing monitoring of common areas would help improve safety for both residents and neighbors.
