They'd be better off knocking down and rebuilding one of these complexes. I moved in and nothing worked (no heat or AC for most of my lease, drains always backed up, ceiling rotting and caving in, locks on unit and hall doors fallen off, shower backed up w sewage and never hot water, etc) and it was a battle to have someone believe me.
If you can't fall asleep to gunshots and searchlight helicopters or police and neighbors fighting nightly, continue your search in a better neighborhood. ...
Laundry room appliances work but your load won't get clean, and that's not just coming from me. I would also suggest they remove the carpet outside that's been peed on so much by the homeless population, it'd get rid of our fly problem.
That's all just what happens in low-income housing, though. The landlords I have been passed onto (on my third one now) are all helpful in that they respond to questions and service requests if you call during office hours and submit evidence. They were the first leasing company to respond to my application request.
BTW- not all apartments look like any of those photos, some of them make it look way nicer inside than it really is.
