Unresolved Upstairs A/C Since Move-In

I am writing this review as a parent of a student living at The Junction at College Station.
We received the keys on August 12 and immediately reported that the second-floor A/C system serving the bedrooms was not functioning properly. The first-floor A/C works, but the upstairs A/C problem remained unresolved.
We delayed moving in until August 16 because we expected the A/C to be repaired. After repeated maintenance requests and follow-ups, temporary A/C units were finally provided on August ...
19. However, as of August 20, the second-floor central A/C still has not been permanently repaired.
My son has been forced to sleep on the couch for multiple nights, and the temporary bedroom A/C unit is very loud and interferes with his sleep. We are also concerned about having to pay higher electricity costs from operating temporary A/C units because the property's second-floor A/C is not functioning properly.
Students and parents should reasonably expect an apartment to be ready and essential systems to be functioning when possession is provided, especially during the Texas summer.
We have requested a firm repair or replacement timeframe, appropriate compensation/rent credit for the disruption, and consideration for the additional electricity costs.
I hope management resolves the problem quickly. I will update this review to reflect how management ultimately handles the situation.
