My cats love to be out on the patio, but if I take my eye off of them for 2 seconds, they jump over the railing and become demon cats. Any suggestions on items that I could place along the railing or something I could use to fill the spaces between the bars, so they can't squeeze their chubby bodies through the bars?

Home Depot has some really great plastic-covered screen fencing. Cheap, and instead of staples, use the locking plastic ties! Roll on easy, come off with scissors. That's what I did in my apartment ... can't see it from the street!

This is tough because you want to create a barrier without sacrificing the looks of your patio. Stapling some chicken wire across the bottom would serve the purpose splendidly, but would look really trashy. You could take a 1 x 6 piece of strip wood and place that along the bottom as well. Then run potted plants in front of it or, heck, you could even paint and decorate the wood if you wanted. Regarding the top railing...cats like to jump. Potted plants work great along the railing if it is wide enough and will keep your little Snowball from making the leap. Anyone else have any great ideas?
