Unsatisfactory Apartment Management
June 14, 2025Former resident, the management now is Brenda, Lauren and Comfort. None of them are good, especially Comfort . He has been at Charter Oaks since around 2023 I believe. He is one of the rudest managers, he is very unprofessional with his attitude, lacks management and communication skills and has messed up alot of lease paperwork and other things for residents. He talks in a rude, unprofessional manner to residents. In the last few weeks. he was moved across the street to their ...other property and they switched managers, now Lauren is at Charter Oaks. Instead of replacing Comfort, and letting him go, they moved him across to their othet property. He is one of the worst managers and they continue to keep him. He needs to go and there needs a be a change of management. There are residents and visitors who park in residents assigned parking spots with no permission, some residents and visitors who are driving in the parking lot, play their music too loud, mainly you hear spanish music . On a weekly basis, several times a week, there is a unlicensed junk truck driver who continues to drive onto the property and takes what he wants, that the city is suppose to pick that up, not him. He blocks the right away and disturbs the residents with his presence and noise. He is a public disturbance. There is one homeless guy who is seen walking around the property during the day going through the dumpsters, some drive on the property and make a mess in the dumpster areas.. The ground in the dumpster areas are dirty. There are signs posted no trespassing or going through the dumpsters and no one in management or maintenance tells these people to leave the property. Where is the security company they have to take care of all these problems. The landscaping is not always trimmed back, overgrown plants sticking out over the sidewalk around the buildings. STAY AWAY
June 6, 2025Based on my personal experience, I strongly advise prospective tenants to avoid these apartments. The management is extremely unresponsive and difficult to work with, making it nearly impossible to schedule maintenance or receive timely assistance. The issues appear to originate at the top of the management hierarchy, beginning with Brenda and extending down to Comfort, resulting in a consistently poor level of service. Furthermore, parking conditions are highly inconvenient and pose an ongoing ...challenge for residents. Living in this complex has been a deeply frustrating experience, and I would not recommend it to anyone. Don’t move here if you can afford it
June 8, 2023Loudest complex, from bad neighbors who don’t care about anyone else but themselves(loud music and slamming noises) street racing and loud mufflers all day and night up and down the street. Management cannot even enforce their own lease terms. Seems all they care about is spaces being filled. I promise you there are so much better apartments. Lease is up thank god
November 4, 2021Great place if you like the stench of Marijuana in your apartment ,I have asthma and tested positive for Marijuana. SMOKE FREE ENVIROMENT FUNNY Management does absolutely nothing. I bought a air purifier and multiple air fresheners does not help...Fun.. Amazing they have asked me to police my neighbors.. Lease can not be up fast enough. And i guess watering the sidewalks is ok in this part of Ca very strange every morning. Neighbors leave there trash in front of there doors disgusting. I will say ...great view but my health is more important. Overall the Best Apartment
November 14, 2020I'm a long-time resident of Charter Oaks, having moved here from the San Fernando Valley several years ago. I enjoy the peaceful atmosphere, proximity to shopping and restaurants, and kindness and expediency the office manager and staff provide. I highly recommend this apartment!Property Manager Responded

Just moved out, the worst place I’ve ever lived at!
March 23, 2019Walls leaking when raining, laundry room on fire, I got mold in the wall and they just painted over it, the cracks and the smell never went away! In addition, the walls are so thin you can hear neighbors talking softly. I lived on the second floor and just walking made the whole building shakes. Also, the property manager is never to be found and never responds to email or calls. Of course they raised the rent $200 after my 12 month lease ran out. Don’t bother with this dirty place, they ran ...it into the ground!Property Manager Responded

Pros and Cons
October 5, 2015I've been living at Charter Oaks for over 10 years now. Pros- Low Rent. Nice Location near malls, freeway and parks. Maintenance does a good job outside and taking care of issues inside apartment. Cons- Can be noisy. I have lost several evenings of sleep due to young adults who like to park behind the apartments and party, play their music loud and who knows what else. Note, this is only an issue behind some of the apartments. We've also had issues with extra "guests" staying over for ...months at nearby apartments. Over the years management seems less and less responsive to handling complaints about such issues. Bottom line- Charter Oaks can be nice if you have the right neighbors and parking situation near your place. September 28, 2015Right in the middle of thousand oaks you can't have a better neighborhood. Aside from the convenience of walking to the nearby malls (yes plural) movie theaters, restaurants and grocery stores the thing that makes it the best is the management here, I find myself hanging out when going to drop off my rent.
