Great area, decent building, poorly maintained

Safe, nice area on outer edge of city. Built in the 70s, but new intercom, and apartments fully upgraded before every new tenant. But owner does not promptly do repairs or maintain building well - a hallway light out for more than two months, building intercom broken for more than one month, building's part of parking lot not plowed enough with several cars getting stuck in snow, building laundry room unavailable for more than one month, etc.
