Manager NOT on duty

When tenants use the pool and make as much noise as in a water park; it's the MANAGERS DUTY to remind the tenants of their Lease agreements. According to my manager, people who have lived here the longest have priority over their Lease Agreements; they can pretty much do as they please. Wish we actually had a MANAGER that knew how to do a MANAGERS JOB.
