A better life for my family

How could I start. My wife and I have been living in this building for about three years . The neighborhood is OK , but the building could be much better. It needs painting and some of the neighbors the landlord should kick them out(drug users) but nothing has been done. I could also tell you that I have an eleven year old daughter that I love with my heart and soul. Like a good father I try to give her the best education that I could give her and I have but like I said before the neighborhood ...
is OK on that part the school system around me is great and I would like to find a better place than the one I have now. This opportunity to get free rent for a year or for life , would give me the chance to save money to get my family a home for them. Which is every American dream.
