Irresponsible and Unresponsive Management

I would strongly discourage anyone from renting an apartment in this building. The manager is highly irresponsible, inconsiderate, and unresponsive. I have been trying to transfer my lease into my roommate's name for 7 months, which should be a routine procedure. However, the manager consistently fails to return my calls. I have called 3-15 times per week since May (it is now December) and am repeatedly told that the manager is unavailable but will call me back if I leave my name and number, ...
which I have done hundreds of times. I have never once received a call back.
On top of this, the building was without gas for an entire month. The manager failed to communicate what the problem was and what was being done to fix it. Throughout the entire month the manager and his office staff never treated it like a pressing issue, and when I called the office, I was repeatedly told that the problem would be fixed within the next day, even though it ultimately took a month for the problem to be resolved. Other tenants within the building have told me that this is typical behavior for this management company.
