Homeless live in bushes in front

I have lived in this apartment complex for the last year. Safety as a woman is always a number one concern wherever I live. Originally, I did not feel I'd have to think about that as much in Santa Barbara in comparison to major cities.
However, this apartment complex has large, overgrown hedges directly in front of them. Not only do they limit use of the sidewalk, the main concern is homeless men living behind the hedges against the apartment building. I have had lewd comments made to me, ...
and I have felt uncomfortable being followed home by one man in particular.
I would think the landlord would consider safety for tenants as a priority, however, I have had zero response to requests to trim the hedges down. As a single woman, I would not recommend this apartment building. I know other neighbors who purposefully do not use the sidewalk directly in front of the apartment building at night for safety reasons.
