The took my money and ignored my calls

Well. They stole my money, lied and ignored my calls.
I came in 3 Saturdays ago. I liked the apartments and asked the agent how long does it take to process the app after I make the payment. She said if i did it that day she would have it done by Wednesday next week. Typical that's normally how long it takes
Wednesday comes, I ask for an update. She said give her til Friday.
Friday comes... I called 4 times between 3 and closing at 6. Got no answer.
I call Saturday and she tells me to give ...
her a few more days. Call back Tuesday.
Tuesday comes, she tells me her manager is reviewing the app and should have an answer later that day.
I call back Wednesday and... Yep. U guessed it. She told me to give her til Friday.
I called back Friday and Saturday and got no answer or call back.
Sooooooooo yes... I'm now at 18 days since I completed and paid for the application. I've been ignored and lied to.
I told her on one of the calls to just let me know if im not approved so I can stop wasting time and move along to other Apts.
It took me almost 3 weeks but I've finally realized that they don't want me in their Apts. Just sucks that i had to pay for a service that wasn't rendered. A simple "no we couldn't approve u" would have been sufficient.
I thought my search was over 3 weeks ago. But now I have 3 weeks left to find a new place before my lease is up at my current residence. Hopefully the next Apts I apply for can process my application
