Unclean, lack of timely maintenance

Elevator has stains, parking lot has glass, dumpster area is inaccessible sometimes.
Besides the poor groundskeeping and trash everywhere, the maintenance is poorly received. Extremely untimely, and the manager doesn't remember your issues. You have to nag her to get anything done, and even when she does "hire a plumber" and "gives you notice" the plumber never comes.
Her style of giving you a day's notice is to not tell you the exact timeframe she's coming in, just the day, so, if you wanna ...
be there when she's in your apartment, you got a take all day off with the chance she won't even show up.
She also doesn't use the doorbells, just knocks quietly. Even when she does knock or exclaim "property manager!" it's not nearly as effective as a doorbell would have been.
Lots of cigarette butts everywhere outside, don't open a window if you live near the front door because you'll be smelling smoke incessantly. All smoking should be 25ft from the building, the front spots are half that.
Hallways frequently smell poorly, though, there's less weed stench than before, doors still end up sticky on the stairwells due to a lack of maintenance.
The windows get moldy due to improper installation, so, wipe them frequently to reduce that hazard.
