Let's be real, we move to apartment complexes because we can't afford to buy a house. There will be good and bad at every complex. At Bella Terra the location is great. It isn't loud even though you are near the highway. It's clean, the staff is friendly, and you get a dedicated parking space. The rest of the parking is first come first serve with an option to rent a garage when they become available. Overall, a decent place to be in comparison to other apartments in the area.

The countertops have damage to them. White paint everywhere on them. There is bugs that come out of nowhere and ants everywhere. Damage in bathtub drains and sinks and around bathroom shower spout. Under kitchen sink is dirty permanent stains. Isn’t what I expected. I’m disappointed. Another thing is there is big cocaroaches running around when I’m trying to enter my unit and across from me that door had a sign of infestation and bombing I’m scared to stay here. TLDR… Run while you can! Located between the Vista jail release area and CA-78 tent city. Lease renewals carry the maximum legal rate increase. Cheap tactics/material to fake luxury. wash clothes while charging electronic devices from the electrical outlets intended for the washing machines. Can't lock the door, they just kick it open. The apartments are located on a hill, with no guest parking. If you’re not on one of perimeter units, don’t plan on having guests. Lastly check your parking spot before signing. The first unit I was offered was a ground level unit, but because of the hill, my parking spot was three flights of stairs on the downhill side of the unit. Cost… The office offers a decreased rate to get people in, then the rate increases are the legal maximum(10%). This a recent change, I have been here 6(ish?) years and increases use to be mild. This will quickly offset for the discounted intital price. Google when the best rental rates are offered. The price offered during summer is different than winter. Lastly, there are places with a significantly higher quality of life(better parking, close to shops, in unit laundry) nearby for similar rates. Quality of life… Keep in mind this is advertised and priced as a luxury community. The parking is ungated and assigned/offered based of the number of rooms in the unit. If you have a partner and a single room unit, you will only get one parking spot/pass. One of you will have to park on the street, and that can be a rather long walk/hike as it’s on a hill. In my unit, the doors original oil based paint was painted over with water based paint. This causes the top layer of paint to bubble/flake off. The little flakes stick to the flooring have to be removed from by hand. Hopefully it’s not lead. You can see light around the door seals, so bugs are an issue, and your heating and cooling will not be very efficient. There has recently been a recurring bunch of ants on my kitchen counter. The management at this complex has very little interest in anyone that is looking for an apartment to rent. They will show you a "model" of your new place and have you fill out form after form online and tell you that the system is temperamental and only accepts certain types of documents but, refuse to be helpful when the original documents are in your hand in front of them. If the internet site says that the unit will be available on a a date, let's say, October 15th and they show you that ...
noone lives now and it is August 15th they have no interest in rushing the process at all to accommodate you. They will make every excuse in the book to keep you waiting. Even if the place is vacant and you have been approved and every form is completed within hours of them sending it they will not even try to start the process until 10 days before you move in. This means that when you finally get into the apartment the cleaning, painting, refinishing and general maintenance has been rushed and is not complete until after your agreed upon date and time of acceptance. Once you have moved into your new place and find anything wrong with it they will tell you that they will fix it but, make excuses for months hoping you will forget and, I assume, pay for it out of your deposit when you move out. If you submit a maintenance request it will be marked completed without even contacting you to address any issues. Their maintenance people drive around aimlessly in their golf carts and seem to only socialize with each other and accomplish nothing all day. There are some nice walking paths around the complex. As you are walking be careful to watch your step because your neighbors have let their animals defecate all over the grounds and leave it for someone else to deal with. Also, some people let their dogs off leash to roam the parking lot before calling them back home or bring them a leash and get them into a car. Some of these dogs are not friendly and will bite at you when you are coming to or from your car. Also, try not to go out at night because there are giant rats that will cross your path without fear and guard against you using the dumpsters while their family feasts. If the rats weren't enough the ants will overwhelm you in a few hours. The complex has built into your rent payment a pest control bill for every unit but, they are apparently keeping that as income because there are obviously pests still in and around the entire complex. Overall I do not recommend Bella Terra and desperately want to find an affordable, better home for me and my teen son. The annual lease, monthly base rent has increased 25% in 4 years, not including monthly community utilities fees averaging almost $200 per month (e.g., the trash pick up is $60!). The apartments are non-modern (definitely not "luxury") with cheap carpet and old appliances. The freeway noise is deafening sometimes; I use an air purifier too. STAIRS STAIRS EVERYWHERE! 28 stairs to lug my laundry baskets to the lower laundry room, unless I drive, but then there's no parking. PARKING is awful; too far away from my apartment and no visitor parking. Delivery trucks and residents often block my reserved parking space. The residents look nothing like the smiling, diverse-race young people in the apartment finder ads. The neighbor behind me is often drunk and smoking pot on his patio. In October 2024 a SWAT team broke the window of A-11 to arrest the inhabitant. The sheriffs coming for domestic violence disputes is common. Homeless people hang out on the empty lot next to Building A. Thankfully I have found a couple good neighborly friends, hard working, good families like me. We may move out together.

Make sure you view the surrounding area and or unit if possible before applying to ensure full satisfaction upon move in. I had seen pictures of green grass areas and polished units but when coming into my unit on move in date it was a different story. My unit area has muddy dirt patches which poses a problem for my shoes, carpet and pet. I wish it had been grass like other areas in the property. There was a lot of kinks in my unit I immediately noticed and wrote on the self inspection sheet. I ...
took pictures as proof so this doesn't affect me during renewal/moving process of my security deposit. I had to submit about 8-9 work orders for things I think should have been done before moving in. Now that I'm settled and most of my work orders are complete, I'm pretty happy although I wish something could of been done about the nearby landscaping and wish my unit was floor and not carpet.

The newly renovated unit at Bella Terra looks beautiful (but there are quality issues), the views are great, and the neighbors are friendly. However, we have only lived here 3 weeks and already have several unresolved maintenance issues which have not been addressed despite multiple follow-ups. We are, so far, extremely disappointed with the response to maintenance issues (for example, we are still missing a window screen and we still don't have access to our mail because the keys provided didn't ...
