Office staff are unreachable by phone or email; parking garage has many issues

It's a lovely place to live, but there are some things that could be better.
The office staff are very kind, however they are basically unreachable by phone or email. You have to drop by during office hours if you want anything done, which is unrealistic for those that have a job.
The parking garage constantly breaks down and maintenance is unreachable unless you put in a ticket online, yet residents were told that parking garage issues qualify as an emergency.

the handicap stalls in the parking garage (illegal) and they let people charge their electric cars there, restricting the stalls from being used for people that actually need them. People also constantly park in the blue striped area between the 2 handicap spots, making it impossible for people who have mobility devices to get in or out. The office knows these things occur but do nothing about it.
