Affordable, close to downtown and Koreatown, terrible experience from residents

Affordable rent, conveniently close to downtown, Koreatown and LA attractions, management is fluent in English and Spanish and is fairly responsive during office hours and on-site. When it comes to apartment maintenance, management is very responsive and attentive. However, packages get stolen and some residents make a racket/scream at night or early in the morning and management does nothing to resolve the issues.
