West Hollywood and what is now known as Sunset Strip was at one time a main traveling route to reach the ranches and farms west of Los Angeles toward the Pacific Ocean. The area expanded in growth and population with the working class in the late 1800s when Moses Sherman established the area as the town of Sherman, where it soon began being utilized by the Los Angeles Pacific Railroad as a home for its shops and rail cars. During this era, Sherman was not officially a part of the City of Los Angeles, but was part of Los Angeles County. Because it was not officially part of the city of Los Angeles where gambling was illegal, in the 1920s West Hollywood saw growth in casinos and nightlife that eventually faded over time. In the 1980s West Hollywood was heavily populated by renters. As rental rates were sky rocketing around LA at the time, the residents of West Hollywood banded together and moved to incorporate West Hollywood officially as it's own city where they could maintain the area's own rent control laws.
