Multiple Hidden Issues, Unresponsive Management

I have lived here for some time. To get someone to move in, the manager/owner is very attentive for the first week, friendly and responsive. But, think of him more like a car salesman. He'll say whatever it takes and then time passes and more will be said, but actions, if any, are slow to happen and are not done properly when/if the time comes. It's very frustrating to get anything fixed and as a result I have fixed many things myself. Dropping hundreds of dollars to better my living situation. ...
There have been fire issues that were unaddressed for months, to the point where I had the fire department out here to check for safety and write a report, there is a major cockroach infestation in the building, despite my OCD and super clean apartment, I still see them and my complaints go unanswered, the health department has been out, but it did not help. There are people in the neighborhood that will sit on your car in your private parking space, there is drug use on the stairs by people who sometimes don't move so I can carry groceries up, and the lot is often very dirty. This is not a secure building. It's a very frustrating living situation and I want to move... as soon as I can manage it, but, as I often hear from management: "I'll take care of it."
