Sticky rat traps outside of apartment door

I went to visit a friend of mine so that he could show me his apartment. I saw sticky rat traps in front of neighbors' apartment doors. Who would want to live in those apartments because if you have rat straps in front of your apartment door, then that means that there are rats inside of the apartment complex. If they dont care about the upkeep of their apartment on the outside then do you think that they will care about the upkeep on other common infestations. Can you imagine having a kid who ...
