Least dog-friendly complex in central Texas

There was supposed to be a half acre dog park - in fact their website indicates that it exists. I was told by management recently that there are no plans to install it. In fact, last week they installed a small "pen" right in front of a building. No mulch, seating etc. just a little mud pit. There is a beautiful courtyard in the middle of the complex but dogs are not allowed. They run the the entire sprinkler simultaneously two-three nights a week in the early evening- so no walking your ...
dog after dinner or before bed. Several times this year they sent one-day notice that workers would be entering the apartment and that dogs must be confined- how is that supposed to work?
