Rent is fair, makes up for condition

The landlord doesn't want to charge people an arm and a leg, which is commendable. It's pretty fair for the area. There's two beds, they both are larger than it looks. The yard is size able for the area as well and it's a major plus that there's a two car garage. He also has allowed our 100 pound dog (lab). He doesn't like pit bulls.
There are cons though! We've been here two years and NO HEAT. This place is so cold during the winter because the insulation is poor. We've brought this up to him ...
several times and he is convinced it works (it turns on but hot air does not come out). The fence is wrecked. It was falling apart when we moved in and deteriorated recently. His son out wite all around to prevent our big dog from getting out, but little dogs come in to our yard often.
Right now we have rats, not that uncommon in this area. He does not want to get an exterminator or help us. It's up to us to improve that.
Also, he takes a long time to respond to repairs, like circuit breaker, oven, leaks, etc.
If the rent wasn't so good for the amount of space we have we'd be gone. Be prepared to be cold.
