It's cheap because it sucks

This is the most run down and neglected building I've ever seen. Management can never be found. When you finally get a hold of someone, they send the absolute worst handymen. They take forever to fix anything and when they do, they do a bad job, install the wrong parts and start becoming difficult with you if you ever complain. Also, this street houses the biggest low lifes in the Valley. There is always traffic on this street every single time you try to drive into your building. There is a ...

drummer across the street that is crazy loud and bangs away for a few hours most evenings and its pretty much always a block party here. It's like living on frat row near a college campus.
