If there's a problem, tell the manager and it doesn't change at all.
Upstairs is very noisy every day, morning, day and evening, and once or twice a week in the early morning for hours screaming, fighting, crying and dogs barking for hours.

But the morning noise is the same
Even if something broke and I talked to the office, they came to fix it in 5 days.
If the neighborhood is too noisy, the kids run around and litter outside, someone throws cans or drinks.
