Horrible property with bed bugs and roaches

I found dozens of bed bug bites all over me less than 2 months after moving in. Residents on 4th floor had them too, meaning the entire building is infested with roaches, bed bugs, and other pests. I've spoken to management about it dozens of times and they do not care. Pest control does the bare minimum if they show up at all.

My fridge was broken for over a month before I got a replacement, and they literally dragged the old fridge out and the new one in, severely scratching the floors and the new fridge.
I have also filled out dozens of noise complaints about my neighbors. I am woken up multiple times a night by shouting, music playing, dogs howling, kids crying, and the sound of objects being thrown. Every night of the week, multiple times a night, and I am not a light sleeper. I bought a sound machine, a fan, and wax earplugs, all of which are not enough to compensate for the extreme noise levels. The lots are always filled with trash, as are the hallways, laundry room, and entryway. The stairways always reek of cigarettes and I've encountered people smoking in them many times. Half of the laundry machines are broken and the other half are disgusting. Residents will leave the doors to the building propped open and unlocked, and the doors to their apartments wide open. There are no security cameras anywhere on the property and there were several cars that were broken into in the parking lots many times.
